Hyderabad’s growth into a global metro has been shaped by strong urban planning institutions. Over the years, the city expanded far beyond its core boundaries, creating the need for a unified authority capable of handling infrastructure, zoning, transportation, and long-term development. This journey — from the Hyderabad Urban Development Authority (HUDA) to the formation of the Hyderabad Metropolitan Development Authority (HMDA) — marks a major shift in how the region plans, regulates, and executes development.
Established in 1975, HUDA was responsible for planned urban development within Hyderabad’s core limits. It introduced structured layouts, drafted master plans, and focused on housing, road networks, and civic amenities. HUDA’s role was crucial during a period when the city was emerging as an administrative and commercial hub. However, with rapid expansion, technology-led growth, and demand for integrated planning, its jurisdiction soon became inadequate.
As IT, pharma, manufacturing and real estate sectors expanded, Hyderabad’s metropolitan footprint grew significantly into neighbouring municipalities and rural zones. New economic corridors like Hitech City, Financial District, and the Outer Ring Road transformed land use patterns. This growth demanded a single metropolitan-wide authority that could coordinate planning, regulate permissions, and execute infrastructure seamlessly across districts.
The Hyderabad Metropolitan Development Authority (HMDA) was formed in 2008 to bring 7,000+ sq km of urban and semi-urban area under a single planning body. HMDA consolidated multiple local agencies, enabling citywide coordination across municipalities, development authorities, and village clusters. Its mandate includes master planning, development approvals, environmental management, transportation planning, and large-scale infrastructure execution.
HMDA governs an expansive region covering Hyderabad, Rangareddy, Medchal–Malkajgiri, Sangareddy, Yadadri–Bhongir and parts of Medak districts. This coverage ensures uniform regulations and integrated development across towns, peri-urban zones, and newly emerging growth corridors. By managing land use, transportation networks, environment, and infrastructure under one vision, HMDA supports balanced urban expansion and reduces unplanned sprawl.
• Preparation and periodic updates of the Metropolitan Development Plan.
• Approval of building permissions, layout plans, change-of-land-use requests and township proposals.
• Development of key infrastructure such as ORR-linked nodes, growth corridors and integrated townships.
• Promotion and preservation of green zones, lakes, open spaces and environmental assets.
• Overseeing mobility planning — arterial roads, transport hubs, and long-term transit strategies.
• Coordination with GHMC, municipalities, irrigation, transport, pollution control and other departments.
HMDA’s integrated planning approach strengthened Hyderabad’s economic positioning. The Outer Ring Road, radial road networks, lake restoration missions, and streamlined approval systems have enabled smoother expansion and improved investment flow. Its long-term metropolitan vision supports industries, enhances livability, and encourages sustainable development across the region.
Hyderabad’s next phase of development includes digital governance, sustainable infrastructure, mobility upgrades, and climate-resilient planning. With rapid population migration and expanding economic zones, HMDA’s role will remain central in ensuring structured growth, efficient transport, and environmental balance. Strengthening data-driven planning, smart city tools, and green development will be key in shaping the metro’s future.
The transition from HUDA to HMDA represents Hyderabad’s evolution from a growing city to a full-fledged metropolitan region. With broader jurisdiction, unified regulations, and a long-term development roadmap, HMDA plays a pivotal role in driving balanced, sustainable, and investment-friendly urban expansion. As the city continues its upward trajectory, strategic planning and coordinated governance will ensure Hyderabad remains one of India’s most dynamic metros.
